UCLA is required by law to send out the following notice to employees electronically by July 1st of each year. This notice explains how to report improper activities under University policy using the California Whistleblower Protection Act.

BLOW THE WHISTLE ON GOVERNMENT FRAUD, WASTE AND ABUSE

UCLA is committed to maintaining the highest standards of conduct in the fulfillment of its education, research, public service, and patient care mission. The University’s Whistleblower Policy provides multiple avenues for employees to bring forward concerns of suspected wrongdoing. Faculty and staff are encouraged to bring forward concerns about possible improper governmental activity directly to their supervisor, department head, Locally Designated Official (LDO) in the Administrative Policies & Compliance Office, or other appropriate University offices or officials.

The University has established a systemwide, independently operated whistleblower hotline to allow for phone or web-based reporting from faculty, staff, and students with a provision for anonymous reporting. The hotline relays the reported concerns to appropriate University officials for processing. The hotline is staffed seven days a week, 24 hours a day, and is capable of receiving reports in a number of different languages. The toll-free Whistleblower Hotline number is (800) 403-4744. State law requires that the University annually distribute to its employees the State Auditor’s message about reporting suspected improper activities. Please find the 2016 State Auditor message attached as a PDF file (it is also available online).

What You Can Report

Any activity by UC or a UC employee that

  • Violates University policy
  • Violates a State or federal law or regulation, such as

. Corruption
. Malfeasance
. Bribery
. Theft or misuse of government property
. Fraud
. Coercion
. Conversion

  • Waste money, or
  • Involves gross misconduct, gross incompetence, or gross inefficiency

  • Your supervisor, department head, or another University official
  • Locally Designated Official (LDO) in the Administrative Policies & Compliance Office
  • Campus or Health System Human Resources, or Academic Personnel Office
  • Audit & Advisory Services
  • EMERGENCY AND SAFETY CONCERNS – Any imminent threat to health or safety should be immediately reported to University police by calling 911 from a campus or cell phone. Any serious workplace injury or environmental safety concern should be promptly reported to the Environment Health & Safety hotline at (310) 825-9797.

How to Report

  • In writing or orally
  • With as much specific factual information as possible (report what you know, but don't investigate — leave that to the experts!)
  • Anonymously, if preferred

Confidentiality will be maintained, to the extent possible.

 

Protection from Retaliation

If you believe you have been retaliated against for blowing the whistle on improper activity, you may be eligible to file a complaint. Please inquire with your Human Resources or Academic Personnel Office, or with the Locally Designated Official in the UCLA Compliance Office.
